And in a government office, a file containing a foreign nurse's paperwork has been sitting untouched for eight months.

These three people have nothing in common except the thing that decides their lives: a piece of paper, and whether anyone can prove it is real.

South Africa knows the fraud story well. Senior officials have resigned over degrees they never earned. Employers have discovered, sometimes years into an appointment, that the matric certificate on file was bought rather than written.

Universities are quietly grappling with plagiarism and, increasingly, with work produced by artificial intelligence and presented as a student's own. Each case chips away at something we cannot easily rebuild, which is the assumption that a qualification means what it says.

The less visible problem is the mirror image of fraud: honest qualifications that nobody can verify. A refugee who fled with a child and a bag, but not a transcript. An artisan whose trade test sits in a filing system that does not talk to anyone else's. Portability, in this business, is not a technical nicety. It is the difference between a person working and a person waiting.

That is the problem the GDN Network was built to solve, and from 20 to 22 October it brings its Annual Meeting to the Cape Town International Convention Centre. The second time it has convened on the African continent, the first being in 2016.

The GDN is an international network working on the digital portability of academic and professional credentials: making it possible for a person's qualifications to travel with them, verifiably, across borders and systems. It brings together universities, national qualifications authorities, credential evaluators, government departments and technology providers from around forty countries.

This year's meeting is the network's fifteenth, co-hosted with the South African Qualifications Authority (SAQA), under the theme "UBUNTU: Stronger Together".

The theme is not decoration. For most of its history, this field has treated Western institutional credentials as the default currency of trust, and everything else as an exception requiring proof. A pre-conference session at the Cape Peninsula University of Technology on Monday, 19 October takes that assumption on directly, under the title "Decolonising Recognition".

It also arrives at a genuinely disruptive moment. Artificial intelligence has made a convincing forgery cheap, and the old defences — checking a font, a watermark, a signature — are becoming obsolete.

Underneath that sits a quieter problem: most of the world's credential systems still cannot read one another, so verification falls back on emails and waiting. The response is already taking shape.

Verifiable digital credentials, issued in shared machine-readable formats, are moving from pilot to practice, and AI is being turned around and used on the recognition side — triaging backlogs, translating documents, mapping outcomes between systems never designed to align.

Disruption of this scale forces collaboration, because a credential is only portable if everyone agrees on how to read it. That is the argument for a room like the one assembling in Cape Town.

"When the GDN community met in Cape Town in 2016, South Africa was seen as an enthusiastic adopter of a system designed elsewhere,” says Joanne Duklas, Executive Director of the GDN Network.

"Ten years on, that has changed. The questions this continent is asking — about learners who cannot produce documents, about credentials that sit outside the university system, about who gets to decide what counts as proof — are the questions the whole field now has to answer," adds Duklas. "We are not bringing solutions to Cape Town. We are coming to build them here, with the people who understand the problem best."

For South African readers, the agenda maps almost exactly onto arguments already running in this country: the backlog in evaluating foreign qualifications, which sits underneath every critical skills visa debate we have, and the awkward position of artisan and TVET credentials, which remain poorly served by digital systems built around the university transcript — a serious gap in an economy short of exactly those skills.

There is a regional argument too. With the SADC Qualifications Framework and the African Continental Qualifications Framework (ACQF) already underway, and South Africa a signatory to both the Addis and Global Conventions, this country is well placed to become the recognition backbone of the continent — partly a matter of infrastructure, partly a matter of showing up.

The engineer stacking shelves does not need a better certificate. He needs a system that can confirm the one he already has. That system is being built now, and for three days in October, it is being built in Cape Town.
